The ‘Fix and Grow’ plan takes the problems we face head-on and sets in motion an agenda for growth. To do that, we fix our spending problem, grow our revenue base and restore real accountability to our taxpayers.
A Mayor must lead with a spirit of cooperation, transparency and collaboration – and Linda Moore is focused on delivering just that for the citizens of Quincy. The mayor must set the example for how to grow – through cooperation, communication and collaboration.

Quincy’s Opportunity
- Hire a top-notch grant writer to seek grant opportunities and who could cut through the red tape often associated with state and federal programs. This position would have a goal of delivering $3 to 5 million to the city in the first year. This position’s cost could possibly be shared with Adam’s County.
- Simplify the bid process for contractors to expand the pool of potential vendors to bid on city projects.
- Increase tax base by fostering economic development and strategic use of incentives without raising water/sewer rates or taxes on property owners.

FIX
Communication at City Hall
- Release agenda and city council packets to alderman at least 48 hours before meeting.
- Ensure internal and external information flowing from the city government is professional, consistent and nonpartisan.
- Improve the city’s website to a user-friendly experience that has the most up to date information available.

GROW
Local Business
- Collaborate and support organizations working to attract and retain businesses and manufacturing.
- Foster the next generation of business owners.
- Create awareness and encourage local businesses and organizations to buy local items previously purchased online or out of town.

FIX
Quincy’s streets & neighborhoods
- Oversee the “fix or flatten” program to ensure that no shortcuts are taken that postpone or increase cost for property redevelopment.
- Streamline processes for developers as we create incentive programs aimed at affordable housing and starter homes.
- Fix the potholes in the first 100 days after the election using an efficient grid system.

accountability to taxpayers
- Create a scorecard that allows citizens of each ward to be aware of what’s being done by their elected officials and with their tax dollars.
- Track and publish a comprehensive real-time report on fix or flatten projects, new construction, rehab projects, housing group progress reports and any other programs focused on Quincy’s housing needs.
- Track and publish progress toward the 2040 deadline for funding public safety pensions at 90%.

- The health and vibrancy of Quincy depends on leaders approaching the city’s challenges and opportunities with a spirit of cooperation and shared responsibility.
- Empower front line workers to think outside their “department” by bringing suggestions and solutions that increase efficiency and benefit the end user, our taxpayers.
- Lead by example and encourage collaboration with partner organizations to create mutually beneficial outcomes.

- Host quarterly meetings with representatives of ALL local governing bodies. Seek ways we can support each other, share resources, or take action that has an overall positive impact to maintain or reduce taxes.
- Encourage city departments to work together and collaborate to increase efficiency and strategic alliances.
- Seek public and private partnerships that enhance the city’s ability to deliver good outcomes for taxpayers and businesses.
